Bihar, Jharkhand and Uttar Pradesh are the poorest states in India, according to a report by the Finance Commission. Tamil Nadu and Kerala are at the bottom of the list of poorest states.

According to the NITI Aayog’s Multidimensional Poverty Index (MPI), Bihar is the only state in India where 51.91 per cent of the population lives in poverty. Jharkhand was second with 42.16 per cent population, followed by Uttar Pradesh with 37.79 per cent. Similarly, 36.65 per cent of the population in Madhya Pradesh and 32.67 per cent in Meghalaya are living in poverty, according to the Finance Commission report.

In this list, Kerala (0.71 per cent), Goa (3.76 per cent), Sikkim (3.82 per cent), Tamil Nadu (4.89 per cent) and Punjab (5.59 per cent) have the lowest poverty index. All of these states are at the bottom of the list of poorest states.

The list is based on health, education and quality of life. In addition, the list is based on 12 aspects such as nutrition, infant and child mortality, prenatal care, school years, school attendance, cooking fuel, health, drinking water, electricity, housing, assets and bank accounts.
