Puducherry: Many residents of Puducherry have acquired French citizenship. They live in France with their family. In Puducherry too, they have bought properties worth several crores including houses, land and plots and left them behind.

Once a year or once in a few years they used to come and stay in Puducherry for peace of mind and leave their properties intact.

When they come and see it, French citizens are shocked. Their properties are stolen and owned by fraudulent gangs by producing fake deeds.

In this regard, many French citizens have complained to the French Embassy. In response to this, the French Vice-Chancellor Lise Pare Dalpo met the Prime Minister Rangasamy and urged them to prevent the expropriation of the properties of French citizens.
The issue of confiscation of property of French citizens in Puducherry has echoed in the French Parliament. There was also a struggle.

Special Section

In this case, a special unit has been formed on the order of the Governor and the Chief Minister to investigate the property expropriation complaints of the increasing number of French citizens.
Sub-Divisional Magistrate of Revenue Department as Chairman, Police SP, Tahsildar of the concerned range and Deputy Registrar of Deeds are appointed as members of this special unit.
District Collector and Revenue Secretary Manikandan has issued the order.

How to function

Puducherry already has a Land Scam Prevention Cell headed by the District Collector to investigate land scams. Due to the large number of complaints of land scams, an administrative advisory committee headed by the tehsildar has been constituted to investigate the land scams.
The Special Land Expropriation Unit which has been set up will only receive complaints of land expropriation from French citizens and conduct separate investigations.

Pass orders on complaints of land grabbing under various laws including Criminal Procedure Code. It will recommend the police department to file a case against the land scam gang if there has been expropriation of property of French nationals.

It will also recommend the district registrar to take further action on the complaint of land grabbing. It also plans to take measures to protect the assets of French nationals.
In the past, French nationals affected by land fraud filed complaints at the Land Registry Office, but nothing much happened. The Investigating Deeds Registry officials, after verifying all the documents and knowing them to be fake, do not side with the victims.

“They have no authority to remove fake deed registration. They wash their hands of going to the civil court and getting the order. Police officials also do not lodge FIRs against those involved in land scams. In such situations, a special unit has been set up to investigate their complaints, bringing relief to French nationals.
