Speaking at this meeting, which is part of the implementation of the provisions of Law No. 76-15 relating to the reorganization of the National Human Rights Council (CNDH), the president of the CRDH, Soulma Taoud, focused on the assessment of the actions and activities of the regional commission between the eighth and ninth meetings, emphasizing the presence of the commission in the annual report of the CNDH entitled “Redefining priorities to consolidate the effectiveness of rights”, made public on May 10, indicates a press release received by MAP on Monday.

Ms. Taoud highlighted the increase in the number of complaints received, a significant proportion of which concern prisoners and cover several topics (medicalization, schooling, expulsion and detention, allegations of ill-treatment, notice of hunger strike, etc.), stressing that prison overcrowding is one of the most significant problems contributing to the increasing complexity of detention conditions, hence the need to attach particular importance to psychological support for prisoners.

She said that the committee had dealt with and followed up on several current issues related to guaranteeing the right to education for children who are victims of family conflicts, protecting the rights of people hospitalized in psychiatric institutions, and the employment of people with disabilities, as well as immigration and asylum, particularly in terms of obtaining and renewing residence permits.

In this regard, the official noted that the committee plans to open the debate on several worrying issues, such as the violation of the economic and social rights of workers in the National Promotion, ways to facilitate registration in the unified social register, and the continuation of sending reports to the competent authorities accompanied by realistic and feasible recommendations.

She also highlighted the various seminars and round tables organized by the regional commission, as well as those in which she participated between April and September, which dealt with several current issues, including the reform of the Family Code, the right to a healthy environment and sustainable development, and children’s rights, noting that the commission contributed to the supervision of around fifteen activities.

For her part, the Executive Director of the Commission, Souad Nejjar, presented the main points of the action plan for 2024, in particular those related to the areas of protection, promotion and evaluation of the effectiveness of rights in regional policies and programs.

As for Hajar El Khamlichi, member of the commission, she presented the CNDH memorandum on “The right to water: approaches to address water stress in Morocco”, emphasizing the situation in the region.

This meeting was marked by the approval of the reports prepared by the members, as well as the action plan, which was enriched by the remarks and suggestions of the participants, who stressed the need to continue coordination and deploy more efforts to achieve the desired objectives and ensure effective protection of human rights, particularly for vulnerable groups.
