C. Thavarasa, the former opposition leader of the Northern Provincial Council, has alleged that Northern Province Governor Jeevan Thiagaraja did not understand the clear law.

He also said that the former opposition leader of the Northern Province is acting without authority in relation to the creation of two canonical laws under the Northern Province by the Governor.

In this case, as the governor of Northern Province, I will execute the legal projects for the welfare of the people in an appropriate manner.

Reply to Governor’s Report

Northern Governor Jeevan Thiagaraja issued a statement saying that I should not be given classes without knowing the limit.

In this case, the former opposition leader of the Northern Provincial Council, C. Thavarasa, responded to this.

“In response to my point, the governor referred to Article 154C of the Constitution.

154C clearly states. It is painful to think that a person who cannot even read it is the governor of the Northern Province.

At the same time, the governor who does not know the difference between the executive and the legislative process, the executive power belongs only to the president. He did not understand this.

In other words, the provincial council has the exclusive right to make canonical laws in relation to matters, and the executive principle of including matters is that the governor of the respective province should apply it directly or through the ministers of the council of ministers or through the officers under him in accordance with Article 154C.

So don’t make fun of the provincial council for not knowing the difference. Even though the President is said to be the supreme executive in Sri Lanka, even the President does not have the power to execute even a single line of law.

To be this way, the Governor is an officer appointed by the President. This is the result of having ignorant people in the governorship as he has not even an iota of power to legislate.

Therefore, I reiterate that it is better not to make fun of the province by enacting this law. No provincial governor has the power to make a canon law.
