A new aid package is on the way with a new stop to tax bills, interventions on Imu and Tosap and extension of the block on evictions. Among the measures contained in the incoming decree law, there is the new freezing of tax bills. A first hypothesis speaks of the stop for everyone until May 31, 2021 and then leaves room for a gradual recovery at the beginning of June, possibly with more extended times for the categories most affected by the Covid emergency.

However, and at the insistence of a member of the Government, the technicians of the Ministry of Economy are evaluating the possibility of extending the suspension until the end of June or even until 31 July, the date on which the state of emergency ends. The collection will start again as written in each postponement with notifications staggered by seniority of the deed.

As regards the taxes, the decree coming this week should intervene on the cutting of fixed costs. Among these, the IMU in June, the extension of the Tosap and Cosap exemption on the occupation of public land and the cut in fixed costs on bills.

The Government is also working to freeze the rule that provides for the tax returns to be submitted this year (i.e. those relating to 2020 income) the possibility of deducting certain charges (medical, veterinary or school expenses) only if they have been made with payments traceable, i.e. checks, credit card or debit card. Basically, some expenses paid in cash can be deducted.

The decree should confirm a further extension of the freeze on evictions and exemption from payment of the Rai license fee for accommodation facilities and catering services. The moratorium on loans and mortgages introduced with the Liquidity dl is also expected at least until the end of the year. The deadline for the repayment of loans guaranteed by the state through the central fund for small and medium-sized enterprises is also extended beyond the 10 years initially envisaged. The possibility of increasing the maximum amount of the loan over 30 thousand euros is being studied.

Finally, allocations for indemnities for activities that have registered losses due to lockdowns amount to 22 billion. Compared to the previous round of aid, this will cover the span of two months and will therefore be double against the single monthly payment of the previous decrees. Various options are evaluated on the criteria for access to indemnities, which will be parameterized on losses, including either replicating the minimum threshold of 33% of turnover losses compared to the same months of the previous year or lowering the bar to 20% of revenue. But there is also the possibility of evaluating the paradigm, supported by the League, of calculating actual losses by looking no longer at the turnover but at the balance sheet.
