One hundred and fifty-three thousand more taxpayers, for a total of 41.5 million who paid their taxes in 2019, for a total declared income of 884 billion euros and an average value of 21,800 euros (+ 0.6%). Four and a half billion more than in 2018 (+ 0.5%) even if one in 4 subjects had a net tax equal to zero.

The Ministry of Economy has published the data of the income tax returns for 2019 from which it emerges that 75% of taxpayers paid the tax, about 31.2 million subjects, while 10.4 million people, the remaining 25%, not have filed the tax return because they are not required to do so. “These – the Mef clarifies – are taxpayers with income levels included in the exemption thresholds, or those whose gross tax is zeroed as a result of the deductions recognized by our system”. To these are added the approximately 2.4 million subjects whose net tax is fully offset by the «80 euro» bonus.


70% declare up to 70 thousand euros

The Mef data also show that 70% of taxpayers who declare 67% of the total income tax is in the range between 15,000 and 70,000 euros; 27% declares about 4% of the total income tax and is in the class up to 15,000 euros and only 4% declares more than 70,000 euros by paying 29% of the total income tax. Furthermore, if subscriptions to the flat-rate scheme double and exceed one and a half million (with flat tax at 5-15% up to 65,000 euros), there is instead the flop of taxation at 7% on retirement income for those who move from abroad in the small towns of some regions of Italy (Sicily, Calabria, Sardinia, Basilicata, Abruzzo, Molise and Puglia): less than 50 subjects joined.

The regions

Lombardy is the region with the highest overall average income: 25,780 eurosor. The Autonomous Province of Bolzano follows it (24,970 euros). While Calabria is the one with the lowest average income: 15,600 euros. Lazio has the highest regional surcharge in Italy (620 euros) against the national average of 420 euros, while the lowest value is in Sardinia with 260 euros. Also for the municipal surcharge, Lazio is confirmed as the region with the highest amount – 250 euros – while the minimum value is recorded in Valle d’Aosta: 90 euros.
