The Minister of Digital Development and Transport Rashad Nabiyev said that the prices of taxi services will be increased in his speech in the Milli Majlis about the changes in the legislation related to the transport sector.
According to the minister, in the last two decades, about 20,000 kilometers of highways and railways have been built or restored, new airports have been commissioned, Baku International Sea Trade Port and Baku Shipyard have been established.
However, the minister said that regulatory loopholes were discovered despite the improvement of the efficiency of institutional management, institutional reforms and infrastructure investments.
According to him, the shortcomings are primarily observed in intercity and international passenger and cargo transportation, as well as in the organization of bus station and taxi services.
He noted the importance of the requirement to have relevant permits for passenger and cargo transportation, as well as taxi passenger transportation, mandatory special training of drivers who carry out internal passenger and cargo transportation using public transport vehicles, and drivers of taxi passenger cars.
The minister noted that the Ministry of Digital Development and Transport has conducted comprehensive research with the participation of consulting companies to comprehensively investigate the existing problems.
The study identified several problems: “In Baku, the number of taxis per thousand people is 4-5 times higher than in comparable cities, which leads to traffic jams and environmental problems. Drivers work extremely long hours, 14-16 hours a day, which creates a safety risk and violates labor laws. More than 50 percent of the taxis operating in the taxi business have a service life of more than 15 years, which poses a threat to the environment and safety. Taxis make significantly more trips per day than private cars, increasing congestion and environmental risks. “A significant number of drivers work in the shadow economy, and very few receive the necessary badge.”
