“Will I be paid as a volunteer? » On their site, the organizers of the 2024 Olympic and Paralympic Games anticipate the question: “Being a volunteer is a voluntary, unpaid commitment. » Failing to subscribe to “all work deserves pay”, Paris 2024 undertakes to offer “the best possible experience” to the 45,000 “volunteers”, who will be selected at the end of the recruitment campaign which ended on 3 May.

If there is still doubt, reading an editorial by Tony Estanguet, president of Paris 2024, praising the benefits of being a volunteer, will perhaps convince the undecided: “It’s being at the heart of the organization”, “sharing unique moments and emotions”, “playing a decisive role within a close-knit team”…And for the killjoys, “joining Paris 2024 is an opportunity for volunteers, but volunteers are also an opportunity for Paris 2024”strikes the one who is paid 270,000 euros gross annually.

This fiery speech plays on the passion for sport and a once-in-a-lifetime experience. He maintains an artistic vagueness, and cynical, with local volunteering. The one that allows small clubs to survive, but has little to do with the reality of the behemoths of world sport, such as the International Olympic Committee (IOC).

The practice of not remunerating these so indispensable small hands is to be compared with the “significant income, practically unparalleled in the world of sport”, which the IOC is proud to generate – 7.6 billion American dollars for the only the 2018 and 2021 Olympics. Or even the budget for the Parisian edition: nearly 4.4 billion euros.

“The more the Games operate according to a market logic, the more they paradoxically allow the reaffirmation of the values of disinterestedness and passion”, noted, in 2006, the sociologist Sébastien Fleuriel in an article entitled “The denied work and the Olympic Games: between passions and interests”.

Admittedly, a charter codifies the “work” of volunteers. But it constitutes “a fragile legal framework”, according to the Court of Auditors, which, in order to avoid reclassification as an employment contract, warned: “It is important to be particularly vigilant on the application of its provisions and, in particular, on the categories of missions. »

Presumption of employment

This charter specifies that the volunteer undertakes, over a minimum of ten days, to carry out “its mission outside of any permanent legal subordination link” and to accomplish the tasks entrusted to it without financial compensation”. But there will be “team leaders”in charge of “coordinating the action of the team members”.
