The Accounts Chamber (JV) recommended that the government make publicly available annual reports on state programs for 2019 and 2020. The SP also advises to improve the quality of the reports themselves, in particular to take into account actual indicators.

The auditors gave their recommendations after checking the execution of the 2020 budget. The press release on the JV website says that the last time the annual reports on state programs were published in October 2019 (with data for 2018).

“The goals, objectives and indicators of state programs must be brought in line with the current strategic documents. In addition, there is a problem related to the lack of actual indicators in the compilation of the consolidated report. It may worsen due to earlier terms of preparation and consideration of the report on the execution of the federal budget next year, ”the joint venture said.

The auditors also clarify that the executors of state programs have posted reports on 24 out of 35 programs on a specialized portal. Of these, on 13 state programs “the information does not fully correspond to the data provided by the responsible executors on paper,” the joint venture noted.

According to the Ministry of Economy, in 2020 the efficiency of the execution of state programs almost doubled, to 91.1% against 53.6% a year earlier. About 15 trillion rubles were allocated for the implementation of 43 programs, which is approximately three quarters of budget expenditures.
