The development of the initials is written in capital letters if it is a proper name (United Nations Organization unitedfrom HIM), while lowercase is preferred if it is a common name, as in foreign detention center (from CIE) or, in this case, primary, open, simultaneous and compulsory (from PASO).

Thus, in the initial examples, the appropriate thing to do would have been to use lowercase initials: «The open, simultaneous and compulsory primaries (PASO) were created by the Government of Cristina Fernández de Kirchner», «The electoral year at the national level begins to gain strength with the primary, open, simultaneous and compulsory elections (PASO)” and “Postponed the publication of its monthly report until after the primary, open, simultaneous and compulsory (PASO) elections”.
