Mr. Talbi El Alami, who was speaking at the closing of the second session of the 3rd legislative year under the 11th legislature, also emphasized the “crucial” importance of the nine bills adopted by the chamber to regulate and supervise public social services and economic, financial and social activities.

In this sense, he explained, the adoption of the bill on civil procedure, the importance of which is “obvious”, is part of the simplification of judicial procedures and the construction of a judicial system based on the principles of law and equality of citizens before justice.

He also noted that the adoption by the House of Representatives of the bill amending and supplementing the law on the reform of regional investment centers and the creation of unified regional investment commissions represents a “crucial milestone” in the simplification of investment procedures, the encouragement of the territorial establishment of investment projects, as well as the promotion of private initiative within the framework of the implementation of the new Investment Charter and the improvement of the business climate.

Regarding the evaluation of public policies, Mr. Talbi El Alami noted that the presentation of the progress report of the government program by the head of government before Parliament, and the discussions that followed in the House of Representatives, “constituted an important democratic moment for questioning, dialogue and free democratic debate between the legislative and executive powers.”

He added that the members of the chamber, in exercising their control skills, interacted with the issues of Moroccan society and with the subjects that attract the attention of public opinion in the areas of education, health, employment, housing and the situation of rural areas in the context of drought and water shortage.

He continued that the House of Representatives transmitted, during this session, 1,758 written questions to the various government departments and received 1,240 responses, bringing the total number of written questions posed by members of the House during the legislative year, until July 24, to 3,675, while it received 3,274 responses from the government.

The Chamber’s audit report was enriched by exploratory missions to collect information and establish reports on several public activities and interventions by public institutions, including the exploratory mission on the situation of university cities, the mission on the situation of sand and marble quarries, the mission on the situation of the National Motorway Company of Morocco and the mission on forensic medicine, he said.

Mr. El Alami added that the Chamber’s office approved, during this session, the carrying out of an exploratory mission on the contribution of the “FORSA” program to improving the job offer in Morocco.

The Speaker of the House of Representatives noted that in addition to legislation, monitoring government action and evaluating public policies, this institution has continued its work on the front of foreign relations and parliamentary diplomacy, ensuring the strengthening of bilateral relations with many national parliaments in various continents and geopolitical spaces and strengthening the active presence within multilateral, international, continental, regional and thematic parliamentary organizations, on four continents: Africa, Europe, America and Asia.

This is an “exceptional and unprecedented” presence, he said.

He explained that the action on this front was based on the commitment to the credo of national diplomacy “as defined and led by His Majesty King Mohammed VI, in full cooperation with government diplomacy”, the “influential and effective” presence to defend national interests and causes, in particular the issue of the territorial integrity and sovereignty of Morocco over its southern provinces, “vigilance to oppose the attempts of adversaries to sow confusion on issues of sovereignty, relying on erroneous and decontextualized narratives, contrary to historical and geographical facts”, the institutionalization and legal framework of bilateral cooperation in order to achieve the necessary consolidation and accumulation in parliamentary relations, as well as the commitment to exchange and thematic dialogue, in particular through international cooperation and partnership programs, “as a gateway for our influential presence, to build bridges with various parliaments and parliamentary organizations, to facilitate the sustainability of cooperation, to build trust, and to to make our institutional model of representative and participatory democracy known to our partners.”

“This would certainly not have been possible without the geopolitical positioning and the recognition enjoyed by our country thanks to the reforms undertaken and the democratic maturity achieved, as affirmed by His Majesty the King,” said Mr. Talbi El Alami.
