The fund for the overhaul of apartment buildings in the Amur Region has completed about 50% of the work planned for 2021. The reasons for the failure of the deadline on October 27 were reported in the press service of the regional government with reference to the acting Head of the Overhaul Fund.
“Failure to meet the planned targets in full is due to the fact that metal and timber prices have multiplied during the year, emergency regimes were introduced in many districts of the region, difficult weather conditions and the fact that contractors involved in major repairs significantly reduced construction capacity” , – explained the acting. In 2021, the organization intended to carry out repairs in 392 houses, but completed about 50% of the planned volume of work, writes the Amur News Service.
Some difficulties, according to Shoplik, are in remote areas of the region, where contractors are in no hurry to enter. To do this, the Fund has to combine several houses into one auction lot at once – this allows to reduce the costs of the executors. Another problem is working with homeowners who are not always willing to cooperate during the repair of communications.
The Amur Capital Overhaul Fund proposes to simplify the conclusion of contracts for a combined purchase and to give the opportunity to conclude contracts with companies that are in self-regulatory construction organizations, but outside the register, as well as to exclude from the register companies that do not participate in auctions.
“In addition, we propose to consider the possibility of concluding so-called turnkey contracts. In this case, the organization that develops the design documentation will implement its design solutions during repairs and be responsible for the performance of the work, ”added the acting director. the head of the overhaul fund.
