“Since I have been a representative of the people, this is one of the most striking examples of how the scope of an entire law is changed. This opens a huge gate for abuses by the assembly and their NGOs and companies,” said Georgi Georgiev from “Vazrazhdane” in the parliamentary sidelines.
He explained that the current law enables every enterprise and every non-governmental organization to be registered as social enterprises of class A and class A +. This allowed for abuses related to the recovery plan and future national programs from now on.
Today, in the parliament’s program, it is planned to vote on the first reading of this very bill – the Law on Enterprises of the Social and Solidarity Economy.
“The goal is to remove social activity from the draft law. You understand yourself that an enterprise cannot not carry out social activity, it only has to have a social purpose. If it does not have a product of its activity, it will not be that type of enterprise and with the law allows this,” explained the deputy.
According to him, through the law, the green light is given to social enterprises to develop activities outside the scope of activities that this type of company should do, namely, the scopes are expanded for groups that are in a disadvantaged position.
“The scope will be expanded so much that every single enterprise will be able to be registered as social. So far, the law has said that disadvantaged people up to 29 years old, who have not been on the labor market before, can join the social enterprise. Now this is no longer the case, and anyone who wants to can join, at any age,” said Georgiev.
And he gave an example – now a programmer, who is 27 and receives 10 thousand BGN, can be part of a social enterprise, which was not right.
