The Attorney General’s Office will investigate alleged irregularities in the issuance of the 2024 General Budget of the Nation.

The Attorney General’s Office has taken measures to clarify possible anomalies in the issuance of the decree that liquidated the General Budget of the Nation for the fiscal year 2024. The order to open a preliminary investigation has been directed against officials of the Ministry of Finance and Public Credit, whose identities have not yet been determined.

The Delegate for the Economy and Public Finance of the Attorney General’s Office pointed out that, according to information released by the media, there are indications that suggest possible irregularities in the details of the appropriations and in the classification of expenses that amount to nearly $13 billion.

The Public Ministry’s objective is to determine if regulatory aspects were omitted during the process of issuing the decree. and if the incorporation of modifications that arose during the legislative process was neglected. In addition, the lack of initial clarity in the allocation of investment resources will be investigated.

The research will also focus on the analysis of Decree 2295 of 2023where the budgeted expenses for the year 2024 were contemplated, as well as the merger of technical and regulatory documents into a single document, which could contravene the provisions of the Organic Budget Statute.

Likewise, the omission of the person in charge of the technical secretariat of the Council of Ministers in the management of the corresponding minutes will be examined, which allegedly caused the loss of conclusions and delayed their preparation.

The Attorney General’s Office has ordered the taking of evidence to identify those possibly responsible, clarify irregular conduct and determine whether these constitute disciplinary offenses, as well as to verify whether actions were taken under a cause of exclusion of liability.
