The measures are requested in the context of a popular action presented by the “Foundation for the Rule of Law” that seeks to protect collective rights related to energy security and environmental sustainability, in the face of a possible risk of hydrocarbon shortages.

The Office of the Attorney General of the Nation has requested the Administrative Court of Cundinamarca to adopt urgent precautionary measures to ensure the continuity of the supply of energy and gas in Colombia, within the framework of a popular action presented by the “Foundation for the Rule of Law”. This petition seeks to protect collective rights related to energy security and environmental sustainability, in the face of a possible risk of hydrocarbon shortages.

The request, supported by the Attorney General’s Office through a Special Agency, is addressed to the Ministry of Mines and Energy, the Ministry of Finance, the National Hydrocarbons Agency (ANH), Ecopetrol and the Mining and Energy Planning Unit (UPME). The supervisory body reiterated the importance of adopting these precautionary measures, given the delays in the operation of renewable energy projects, which, according to the Public Prosecutor’s Office, have not advanced with the necessary speed to guarantee the energy transition.

The proposed measures include the creation of an emergency response plan to ensure the continuous supply of energy and gas in the country, as well as the preparation of a detailed inventory of ongoing natural gas projects and the necessary studies to evaluate gas supply and import alternatives. According to the Attorney General’s Office, it is essential that the National Government defines as soon as possible a plan to increase gas import volumes, if necessary, to avoid a possible shortage.

A work plan is necessary

The watchdog stressed that, although the validity of the government’s decision to suspend the signing of new hydrocarbon exploration and exploitation contracts has not yet been determined, it is essential to coordinate a work plan throughout the energy sector to guarantee access to electricity and gas services, while the transition to non-conventional renewable sources advances.

The statement by the Attorney General’s Office underlines the importance of taking preventive measures to avoid supply problems in a context in which Colombia seeks to implement an energy transition policy, but where the execution times of renewable projects have been delayed. This scenario has generated concern in various sectors about the country’s ability to maintain energy security in the short term.

The Foundation for the Rule of Law, promoter of the popular action, has insisted that the lack of speed in the implementation of renewable energies, added to the possible limitation of new hydrocarbon projects, puts the stability of the national energy system at risk. Therefore, the requested precautionary measures seek that the National Government adopt immediate actions to prevent a shortage of oil and gas, fundamental resources for the economy and the well-being of citizens.
