The complaint, which details possible irregularities in the acquisition of the program, has raised concerns about the implications this could have on Colombia’s national security and diplomatic relations.

According to the complaint, Llinás would have been directly involved in the acquisition of the surveillance software and the subsequent leak of classified information to foreign authorities.
