The Attorney General’s Office suspended the mayor of Cali, Jorge Iván Ospina, for four months for an irregular agreement to hold the Cali Fair that was held in 2020 in virtual format.
In a first instance ruling, the Attorney General’s Office confirmed “omissions by those disciplined, in signing the previous studies without evaluating or justifying the amount” of the agreement for 11,955 million pesos.
In the same decision, the control entity dismissed and disqualified for nine years the Secretary of Culture of Cali, José Darwin Lenis Mejía, who was delegated by Ospina to carry out the contract.
In dialogue with Mañanas Blu, Elmer Montaña, a lawyer complaining about the 2020 Cali Fair, spoke about the sanction of the control body and described it as “ridiculous and a salute to the flag.”
“Jorge Iván Ospina has been fortunate that the control organizations and the Prosecutor’s Office have been condescending to him. That sanction from the Attorney General’s Office is practically a joke,” he said.
The control entity verified that Ospina did not carry out surveillance, control and monitoring of the activities carried out by Lenis to determine the amount of the future agreement, nor did it assume the responsibility that corresponded to it as the natural organizer of the expense, thereby allowing “(…) the carrying out of a contractual process contrary to law by its delegate”.
The lawyer reiterated his criticism of the sanction imposed on the outgoing mayor, “that is not a sanction for someone who has done so much damage to the city, the million-dollar question is, Where is the money?”
In that sense, he responded to Ospina’s response, in which he said that it is a persecution by the opposition against him: “many of the people who have reported it are part of the Historical Pact, they are not complaints from the right,” he added.
