The Basque government subcontracts the design of its industrial plan for 363,000 euros

The Basque Government has launched a public tender for the hiring of a company to provide “consultancy services and specialized technical assistance, for the preparation, monitoring and closure of the industrial development plan for the period 2025-2028“. In short, prepare the plan with the sector strategies that the Imanol Pradales government wants to implement in this legislature and which, predictably, will not be ready before well into 2025, at the gates of summer. That is, one year from the start of the legislature. The budget is 363,000 euros, amount including VAT.

The initiative was published a few days ago on the Basque government’s contracts portal and companies interested in accepting the order have until November 18 to submit their proposals. In addition to the initial work of preparing the sector plan, the successful tenderer will have to undertake to monitor it until its completion. The truth is that the document does not establish very precise guidelines, although it indicates that the contents must be consistent with the premises established in the government program.

Sources in the Basque Executive have specified that in the last legislature, with the Department of Economic Development placed under the direction of Arantxa Tapia, “the preparation of the industrial development plan was not subcontracted. It did so with its own resources, even if it a contract was signed with Orkestra – the competitiveness institute supervised by the University of Deusto – to act as a contrast.

The specifications of the tender itself justify the fact that it is necessary to resort to this subcontracting: “Currently, the available human resources are not sufficient to satisfy the volume and specialization of the needs to be entrusted”, we read in the text.

On this occasion, SPRI, the public company dependent on the Department of Industry which took on the task, formulated a very balanced scale for evaluating the proposals. Of the 100 points at stake for the qualification of each offer, 51 will be assigned to economic criteria – depending on the discount proposed under 363,000 euros – while the 49 correspond to subjective criteria: suitability of the team of professionals proposed for the work and the methodology for make it happen.

Look for ideas

Sources from the strategic consultancy sector – logically interested in this type of assignment – are in favor of the initiative of the Department of Industry now led by Minister Mikel Jauregi. They even justify the formula adopted with the fact that “this is a new director, absent from Euskadi for two decades and who probably does not have in-depth knowledge of the industrial reality here”.

The same sources also indicate that “looking for ideas outside the Department is a good and logical thing. Otherwise, developing a new plan with the same people who have already implemented the previous one would lead them to make a copy of it.
