Cow to adapt the Maastricht criteria, almost a quarter of a century old and little respected, to the new economic situation of Europe and to future challenges, ecological and military? This is the challenge that Commissioners Gentiloni and Dombrovskis are trying to take up on a subject – the debt, the deficits – which has given rise, in the past, to great tussles between northern Europe, cautious and frugal, and the south, expensive and nimble with its engagements. The Commission had already drawn up the main lines of its reform in November. This time, it publishes the texts which will be submitted to the co-legislators (Parliament and Council).
