The bill on QR codes in public places was adopted in the 1st reading

The State Duma adopted in the first reading the government bill on QR codes for visiting public places. 329 deputies voted for, 87 – against, 1 abstained. A total of 417 people voted. Together with the bill, a resolution of the State Duma was adopted, which recommends that the government work out the issues of applying the law to the second reading. During the consideration of the bill, a scuffle took place between the deputies.

The bill was presented by Deputy Prime Minister Tatyana Golikova. The meeting was also attended by the Minister of Health Mikhail Murashko and the head of Rospotrebnadzor Anna Popova. The document was supported by all the involved committees of the State Duma.

According to the bill, visiting restaurants, non-food shops, public events and cultural institutions will be possible only with a QR code. The decision on the exact list of objects where the certificate is required will be taken by the regional authorities, but the law will not apply to pharmacies and shops selling food and essential goods.

The certificate will be issued after vaccination, a previous illness or in the event of a medical withdrawal. You will need to show the QR code along with your passport. A separate procedure is provided for military personnel and persons equated to them. A special document will be developed for them, the form of which will be determined by the Ministry of Defense.

The procedure for visiting public places by foreigners who have received a foreign vaccine is developed by the chief sanitary doctor of the Russian Federation. They will also still need a negative PCR test.

It is assumed that the new rules will be in effect from February 1, 2022 to June 1, 2022, while they will be of a framework nature. The regional authorities will decide whether to impose restrictions or not.

On December 13, an expanded meeting of the United Russia faction was held in the State Duma, at which Tatyana Golikova announced that citizens with positive PCR tests and antibodies would be issued certificates for coronavirus for a year, and without tests, but with antibodies – for six months.

Initially, together with the bill on QR codes for visiting public places, the State Duma was supposed to consider the issue of introducing certificates for transport. However, this bill was withdrawn from consideration. Secretary of the General Council of United Russia, Andrei Turchak, said that it was postponed indefinitely, as he was not ready for adoption.
