During the year 2023, a total of 2,382 complaints and investigation orders associated with the crime of animal abandonment or abuse were registered.
This week the Environment Commission of the Chamber of Deputies began the process of the project that modifies the Ley 20.380, on animal protection. The object is prohibit and sanction the organization of dog races.
The bill seeks to punish those who organize a race of dogs, whatever their breed, are minor imprisonment to the minimum degree (from 61 to 540 days) and fines of 2 to 30 Monthly Tax Units (UTM). It also punishes those who promote or disseminate these races with a fine of 2 to 20 UTM.
The author of the project, deputy Felix Gonzalez, recalled that a project of the same style was archived. This, by not getting the votes in the previous period. For this reason, the president of the commission, also using the right to persist and persevere, has presented a new bill.
“We believe that there is a cultural transformation, which we hope has been reflected in the last election of parliamentarians and in the composition of this Chamber, which is why we hope that this time it will be approved (…) We formed a conviction by listening to many people on that occasion ( …) We do not have the right to subject animals to this life just for the amusement of some people,” concluded the legislator.
More than two thousand complaints
During the instance, the presentations of the Galgos Chile Foundation and the Galgo Libre Chile Movementwho delivered their proposals on the bill.
On behalf of the Galgos Chile Foundation, Pamela Ordersasked the commission for legislation that includes a total ban on greyhound racing in the national territory, as proposed by the project.
The Galgos Chile Foundation also insisted that forced breeding, training of puppies and the sale or exchange of greyhounds is a normal practice within the activity. “The training is abusive and aggressive, tying them to trucks to increase their speed”
By way of context, the foundation added that, during the year 2023, a total of 2,382 complaints and investigation orders associated with the crime of animal abandonment or abuse. The Metropolitan region led the figures with 1,079 cases, followed by Valparaíso (342) and La Araucanía (258).
On the other hand, they added that, “90% of complaints do not follow through and, faced with this, people become frustrated and begin to stop reporting.”
