The Chamber of Deputies approved, by 283 votes against 155, the deadline bill, in what represents another defeat of the Lula government’s environmental agenda.
The temporal framework thesis determines that indigenous lands should be restricted to areas occupied or claimed up to the time of the promulgation of the 1988 Constitution. The indigenous already understand that the right to land should not be limited by a date.
The proposal became a priority for the FPA (Frente Parlamentar da Agropecuária) after the victory in the report of the provisional measure of the ministries, which dismembers the Environment and Indigenous Peoples portfolios.
The Executive advised against approving the text, “respecting plurality.” The PSB, a party allied to the Executive, authorized its parliamentarians to vote freely, a sign of fragility in the ruling base. The text now goes to the Senate.
