More than half of the regional election commissions (RIC) for the early parliamentary vote on October 27 failed to reach an agreement on how to allocate seats. Thus, on the last possible day for their appointment, the Central Election Commission (CEC) distributed the seats ex officio after at least 22 regional governors failed to do so. Among them are Ruse, Pazardzhik, Lovech, Yambol, Shumen, Haskovo, Targovishte, Haskovo, Plovdiv and others.

“At the consultations held with the regional governor, no agreement was reached between the participants regarding the leadership of the Regional Election Commission”, stated the CEC in various regions.

The reasons for the failure to reach agreement are usually disagreement with the leadership positions of chairman, deputy and secretary. This time, however, the DPS caused a new precedent – in Plovdiv, for example, both the people around Delyan Peevski and those of Jevdet Chakarov sent their authorized representatives to the RIC negotiations. In Burgas, the two wings of the movement also presented different names for the party’s quota.

Decisions on the composition of the RIC are subject to appeal to the Supreme Administrative Court through the Central Election Commission within 3 days.
