In response to an oral question on “the management of Soulaliyate lands” during the weekly plenary session of oral questions in the House of Representatives, Mr. Laftit said that the area of ​​Soulaliyate lands is approximately 15.6 million hectares used for agricultural, forestry and grazing purposes, stressing in this regard that the Soulaliyate communes that own the said lands amount to 4,908 communes and are represented by 7,731 nouabs, including 7,714 men and 17 women.

Similarly, the Minister stressed that in view of the importance of the said land assets and the claims of the various partners, a reform of the legal regime governing the management and exploitation of the lands of the Soulaliyate communities was carried out in accordance with the High Royal Guidelines on collective lands, recalling that between 2019 and 2020, laws were promulgated in this regard, namely Law No. 62.17 relating to administrative supervision over the Soulaliyate communities and the management of their assets, Law 63.17 relating to the administrative delimitation of the lands of the Soulaliyate communities and Law 64.17 relating to collective lands located in irrigation areas.

In line with the reform of the legal regime governing Soulaliyate lands, he continued, the services of the Ministry of the Interior have initiated, as part of a better development of these lands, a series of projects including the mobilization of no less than one million hectares for investment in the agricultural sector.

In this sense, more than 100,000 ha have been, so far, offered for rental through calls for tenders, in addition to the project of appropriation of Bour agricultural lands for the benefit of members of the Soulaliyate communities where approximately 800,000 ha have been developed and ministerial decisions have been issued in this regard, he explained.

These projects also focused on accelerating the pace of free appropriation of land located in irrigation zones for the benefit of rights holders, knowing that the total registered area reached approximately 259,000 ha. They also aim to accelerate the process of land registration of real estate, as the total registered area reached 5.1 million ha, compared to 555 thousand ha in 2014.

Mr. Laftit also stressed that the generalization of competition as a principle of access to Soulaliyates land for the implementation of investment projects in the agricultural sector has been carried out, the adoption of rental through calls for tenders as a general rule and the control and census of illegal exploitations on an area of ​​around 136,000 ha of which nearly 29,000 ha are currently being regularized.

Similarly, he stressed that the exploitation of Soulaliyate lands is carried out through two means, the first being personal and direct use granted to members of the Soulaliyate communities, while the second is carried out by virtue of a contractual relationship for a fixed period, renewable according to a legal procedure defined by law, ministerial circulars and the guide to renting collective land, adding that this real estate heritage can be the subject of real estate operations for the benefit of the State, local authorities and public institutions.
