The Central Agreement.. What are its provisions and most prominent texts?

Two representatives of the House of Representatives and the State signed an agreement on the management of the Central Bank of Libya, nominating Naji Issa as governor of the bank and Marai Al-Barassi as his deputy, during consultations sponsored by the United Nations mission in Libya.

What are the provisions of the agreement on the “Central Bank”?

According to the mechanism stipulated in the agreement, “Issa and Al-Barassi” are appointed to the two positions in accordance with what is stipulated in Article 15 of the political agreement, within a week from the date of signing the agreement, and a decision to this effect is issued by the House of Representatives.

The agreement also stipulated that the governor, within a maximum period of two weeks from the date of assuming his duties, would select the members of the Board of Directors in consultation with the legislative authority, provided that they were appointed in accordance with the legislation in force, while the membership of the Undersecretary of the Ministry of Finance on the bank’s board of directors remained suspended.

According to the agreement, the governor and his deputy may not, in the absence of the Board of Directors, exercise any of the powers granted to the Board of Directors in accordance with Article 16 of the Banking Law of 2005, and cancel every decision issued regarding the management of the Central Bank of Libya that conflicts with the political agreement and what was included in the agreement to resolve the Central Bank crisis.

Khoury welcomes the central agreement

For her part, Acting Head of the United Nations Mission, Stephanie Khoi, welcomed the signing of the agreement, considering it a pillar of measures that guarantee good governance and the independence of the Central Bank.

Khoury also confirmed that the mission is working with all concerned parties to cancel all decisions and actions that conflict with the implementation of the agreement to resolve the Central Bank of Libya crisis.

Regarding the oil crisis, Khoury stressed the urgent need to end the closure of fields and disrupt production and export, revealing that the mission had received promises from official authorities in the eastern region to open oil fields and ports as soon as possible.

Khoury also urged all parties to protect all resources and keep them away from political conflicts.

Representatives of both councils welcome the agreement

For his part, the representative of the House of Representatives, Abdul Jalil Al-Shawish, welcomed the signing of the agreement, stressing the members of both chambers to support it and resolve the remaining outstanding issues.

Abdul-Jail said in a statement to Al-Ahrar that the formation of the board of directors according to the banking law takes place in consultation with the governor and the legislative authority, pointing to the formation of a handover and receipt committee between the senior and the new governor after documenting the agreement between the two councils within the specified period, which is one week from the signing.

Representative of the House of Representatives, Al-Hadi Al-Saghir, also welcomed the signing of the agreement by the parties, calling on both houses to shoulder their responsibilities towards the agreement.

Regarding the handover ceremony, Al-Saghir indicated that it will be held in the city of Benghazi as soon as full security guarantees are available to the former governor, “Al-Siddiq Al-Kabir,” to complete the handover and receipt process.
