The Bank of Russia has prepared recommendations for credit institutions on how to protect people with limited mobility, including pensioners and disabled people, from fraudsters. The corresponding document is posted on the regulator’s website.

Thus, the Central Bank advised banks to introduce a “second hand” service into their remote platforms, allowing customers to appoint an assistant for themselves. It is expected that this person will receive notifications about transactions that the client is going to make, confirm or reject them within a minimum of 12 hours. Thus, the assistant will be able to notice suspicious actions in a timely manner, clarify the details of what is happening and dissuade the ward from transferring funds and carrying out other transactions, the press service of the regulator explained.

The number of transactions that the “second hand” will know about will include not only transfers to third parties and companies, but also issuing loans and cards, closing deposits or accounts, currency exchange and investment services. Notifications about payments to state companies, including payments for utilities, alimony, taxes and duties, will not be included in the mailing list. Also, banks are not recommended to disclose to assistants information about the amount of funds in the accounts of the accompanied and the receipt of money.

Only the client himself can activate the service. Both the consumer and his potential assistant will have to confirm the activation of the service. If a request is received to refuse such support, the credit institution will check the request for potential fraud.

In addition, the Central Bank recommended that banks abandon the automatic connection of remote services to people with limited mobility and the disabled. Credit institutions will have to clarify with such clients whether they really need such channels to carry out transactions. If a person wants to use remote services, it is recommended that he be offered the following options:

– restrict the conduct of certain types of operations;

– to set the maximum transfer amount for one operation or for a certain period of time;

– prohibit displaying information on all or individual accounts;

– create a closed list of persons to whom you can transfer funds online.

Earlier, the Central Bank reported that in the first quarter of this year, fraudsters carried out about 237,000 transactions, stealing almost 2.9 billion rubles from citizens. These indicators are 40 and 57%, respectively, higher than the values ​​for the same period in 2020. The regulator indicated that the most massive channel for theft of funds was the remote banking system. With the help of them, the attackers wrote off 1.1 billion rubles from the Russians. – almost twice as much as a year ago.
