A consultative meeting was held at the headquarters of the Central Bank of Libya in the city of Benghazi, and a consultative meeting was held for the Board of Directors of the Central Bank of Libya, represented by Marai Al-Barassi, Deputy Governor, Reda Qarqab, Amer Karkar, Wissam Al-Saadi, Fakher Boufarna, and members of the committee assigned by the Governor to participate in preparing the vision for the general budget for the year 2025. They are Ashraf Bouras, Osama Al-Jilani, Tariq Al-Warfalli, and a number of department directors at the Central Bank.
The meeting was held in the presence of Osama Hammad, Prime Minister-designate of the House of Representatives – Minister of Planning and Finance, and the financial team accompanying him, represented by the Director of the Office of Affairs of the Ministry of Planning and Finance, Ahmed Al-Hassi, the Director of the Ministry’s Follow-up Department, Ezzedine Al-Manfi, and the Director of Legal Affairs at the Ministry of Planning and Finance, Fathi Al-Toumi.
According to what was published by the media office of the Libyan government in charge of the House of Representatives, during this corresponding meeting, “Hamad agreed to implement Law No. 18 of 2023 issued by the House of Representatives regarding the salaries of national employees, and the proposal to lift subsidies on fuel and fuel was also approved, and to prepare a mechanism.” Suitable for carrying out this procedure.”
The “proposal submitted regarding including the returns of the Libyan Foreign Investment Corporation in the sources of financing the general budget” was also approved.
The attendees discussed “the mechanisms for preparing the proposal for the unified general budget of the Libyan state, as it was agreed upon everything related to Chapters One, Two, and Four of the chapters of the unified general budget, and the discussion of the elements of Chapter Three was postponed to a later meeting.”
The outcome of the meeting in general was “to take everything necessary to achieve the desired goals of unifying the aspects of collecting and spending public money for all state institutions, in a manner that consolidates the principles of social and geographic justice for public expenditures, and in accordance with the rules of transparency and rationalization of public spending to confront all the challenges facing them.” The wheel of development and reconstruction in all parts of Libya.”
