The conflict over the Central Bank of Libya threatens to exacerbate the economic crisis

The Board of Directors of the Central Bank of Libya, appointed by the Presidential Council, announced that it had taken over the full management of the bank and was committed to a smooth transition, warning against “attempts at disruption by the previous administration,” as it described it.

In its statement, the Board of Directors stressed the need to save the Libyan economy, achieve benefits for the citizen, and contribute to addressing what it described as “the effects of the fabricated crises that the Libyan citizen bears the burden of.”

For his part, the President of the Presidential Council, Mohamed Al-Menfi, assigned “Abdul Fattah Ghaffar” with the duties of the Governor of the Central Bank of Libya temporarily, and tasked him with completing the handover and receipt procedures.

Al-Manfi Ghaffar was appointed to manage the work of the Central Bank until the return of the acting governor, “Mohamed Al-Shokri,” or the election of a new governor.

Al-Manfi asked the governor-designate to “implement the financial arrangements until an agreement is reached on the unified budget.”

In contrast, a statement issued by the Central Bank of Libya, headed by Al-Siddiq Al-Kabeer, announced its apology to its customers at home and abroad for the temporary suspension of its services due to “exceptional circumstances,” expressing its hope that its activity would resume “if these risks recede.”

Force Majeure on the Oil Sector

Against the backdrop of the events at the Central Bank of Libya, the head of the government assigned by the House of Representatives, Osama Hamad, announced the imposition of force majeure on all oil fields, ports and institutions, and the suspension of oil production and exports.

Following Hamad’s statement, Waha Oil Company announced that it would begin gradually reducing production due to “protests and pressures,” warning that their continuation would lead to a complete shutdown of production.
