Vladimir Gruzdev, Chairman of the Board of the Russian Bar Association, noted that the law passed in the third reading improves the procedures for enforcement proceedings.

“In particular, the Federal Bailiffs Service will be able to make a number of decisions in an automatic mode within the framework of enforcement proceedings, including decisions to cancel the restrictions imposed on the debtor. , after the system starts working, a person will be able to resolve the issue of lifting the ban on traveling abroad in a few minutes. Problems when a citizen arrived at the airport in a few hours, but could not fly because of the ban, will become a thing of the past, “Vladimir Gruzdev.

According to the agency’s digital development plans, by 2023, 80 percent of enforcement decisions should be made automatically. “Also, the Compulsory Enforcement Service is already actively developing online services. According to the Ministry of Digital Industry of Russia, the service that allows debtors and claimants to receive information on the progress of enforcement proceedings online has become the fastest on the portal of state services. More than 77 percent of requests are executed in less than three seconds. The service receives more than 30 thousand requests per day. To send a request, it is enough to indicate the number of enforcement proceedings “, – said Vladimir Gruzdev.

According to the Federal Bailiff Service, this year, over 10 months, more than 9.8 million debtors were included in the list of restricted to travel abroad. In order for the border to open, the debt must be repaid. But after the reckoning, it will take some time before the border guards can let the person through. It’s all about the legal procedure: first, the bailiff must see that the debt has been paid off. Then he needs to issue an appropriate resolution and send it to the FSB Border Service. All this a priori cannot happen instantly. The law introduces an automatic procedure when artificial intelligence can solve all the formalities.

Earlier it was reported that technically the bailiffs’ service is already ready to implement automatic programs, all that was needed was the law.
