The Defense and National Security Committees of the House of Representatives and the Supreme Council of State affirm the civil nature of the state and demand that the UN mission launch a dialogue between the two councils

The final statement of the Defense and National Security Committee of the House of Representatives and the National Security Committee of the Supreme Council of State affirmed adherence to the civil state of Libya and support for the democratic process to hold legislative and presidential elections.

The statement rejected the foreign military presence inside Libyan territory, calling on the 5+5 Joint Military Committee to activate and implement the provisions of the ceasefire agreement related to the necessity of removing mercenaries and foreign fighters from all Libyan territory.

The statement urged the Joint Military Committee to begin tangible measures on the ground, including disclosing this presence, its locations and purposes, and establishing clear mechanisms for their removal.

The statement called on the competent Libyan authorities to implement the applicable legal texts, including Article 42 of the Military Penal Code No. 37 of 1974, on anyone who sought to place any part of Libyan territory under foreign control.

The statement condemned what it called the assault on the Central Bank of Libya, storming it by force, and changing its management without legal basis and outside the national legislative system, which could pose a threat to national security and the entity of the state, according to it.

The statement also called for separating security work from military work, and for the Ministry of Interior and security agencies to carry out their duties and tasks in maintaining security and enforcing the law, without interference in this work by any military units or other armed formations except upon a request from the competent authorities in accordance with the law.

The statement called on the Ministry of Interior and security services to fully adhere to the applicable Libyan legislation and international standards related to human rights.

The two committees also called for reviewing all laws regulating the security sector in accordance with international standards related to human rights, and asked the competent authorities to form a technical committee to work with the international community to remove Libya from Chapter VII and lift all restrictions that affect full national sovereignty.

The statement also called on the United Nations Support Mission in Libya to launch a dialogue between the House of Representatives and the State Council, leading to the unification of executive authority and sovereign positions to hold presidential and legislative elections within a specific period.

The statement of the UN mission stressed that these understandings are a top priority that requires support and assistance to implement them and all the facilitation they require.

At the end of the statement, the two committees decided to continue following up on these recommendations through joint meetings held within Libyan territory.
