The Democratic Party of Korea is struggling to decide on the agenda for the plenary session. It seems that there is a calculation of backlash in dealing with both the special prosecution bill for Mrs. Kim Gun-hee and the special prosecution bill for Marines, but realistically, it seems difficult to meet the requirements for passage due to the Chuseok holiday.

According to the political circles on the 11th, the Democratic Party is reviewing which agenda to pursue, focusing on the special prosecution bill for Ms. Kim Gun-hee. Inside and outside the party, the possibility of a special prosecution bill for Marines and the Local Love Gift Certificate Act (Local Currency Act) are also being discussed. There is a possibility that a public hearing will be held at the standing committee level for the Local Currency Act, so the plenary session deliberation may be postponed.

On SBS radio that day, Democratic Party lawmaker Ko Min-jung said, “Personally, I think the special prosecution of the Marines is a very dangerous matter and there is also a time issue, so it is more urgent,” and “It seems like the public is talking more about Ms. Kim Gun-hee’s luxury bag gift. That is why the Democratic Party is also concerned.”

The People Power Party opposes both the Special Prosecutor Act on Ms. Kim Gun-hee, citing it as a political dispute, and the Local Currency Act, citing the possibility of a sharp increase in national debt. Accordingly, a filibuster (unlimited debate) is expected. The People Power Party has also applied for a filibuster on the previous Broadcasting 4 Act, the People’s Livelihood Recovery Support Fund, and the Yellow Envelope Act.

If the filibuster is carried out, it is expected that ‘bill presentation → People Power Party filibuster → opposition party-led forced termination → opposition party alone processing’. According to the National Assembly Act, if more than one-third (100 members) of the filibuster members sign, a motion to terminate can be submitted to the Speaker.

The motion to terminate is passed with the approval of three-fifths (180 members) of the members present after 24 hours. If the Democratic Party cooperates with 170 members and other opposition parties, it can secure the approval of more than 180 members.

If two controversial bills are submitted to this plenary session, it is likely that this process will be carried out on the 13th and 14th respectively.

The variable is the Chuseok holiday. It is highly likely that it will be difficult to meet the requirements for a filibuster termination agreement with the local constituency personnel returning home. Usually, local constituency members, including the party leadership, meet with people returning home during the holiday. If an unexpected situation occurs, it is possible that the time will be delayed even further, so it may be difficult to meet the requirements for a filibuster termination agreement.

It is also burdensome not to make a motion to terminate. If there are no members participating in the filibuster, the agenda will go straight to a vote, so the Democratic Party cannot be at ease. The agenda is decided with the attendance of a majority of the members present and the approval of a majority of the members present.

Noh Jong-myeon, the Democratic Party’s floor spokesperson, told reporters after the general meeting of lawmakers the previous day, “We haven’t decided whether to ask (the Speaker’s Office) to table one bill or two bills for operational strategy reasons within the party,” adding, “I will report on the decided policy just before the plenary session.”
