The discussion of a project for changes in the National Viticulture Program begins

The Ministry of Agriculture and Food publishes for public discussion project on Ordinance for amendments and additions to Ordinance No. 6 of 2018 on the terms and conditions for providing financial assistance under National program to support the viticulture sector for the period 2019 – 2023

The project was prepared in accordance with the temporary emergency measures introduced by the European Commission to mitigate the negative economic effect on the sector from the many unforeseen circumstances in the last 3 years. They are related to the aggravated economic situation resulting from the slowly fading effects of the COVID-19 pandemic, the war in Ukraine and the subsequent inflationary risk to the economy, in particular the effect on citizens’ purchasing power. A good harvest of wine grapes in 2022 in the EU countries is also a prerequisite for the current situation, since the wine produced is in quantities that are difficult to find market realization at the moment, and the accumulated stocks from previous years further complicate the operators in the sector.

The changes in the regulation are aimed at providing extraordinary support in the wine-growing sector and providing an opportunity to overcome the economic imbalance that has arisen.

Among the included measures are – implementation of the measure “Harvest in the green” in financial year 2023 and increasing the intensity of support under the measures of the program of activities, which were agreed in the period 16 October – 31 December 2022 and the implementation of which begins in 2023

The “Green harvesting” measure will have a deadline for submission of support applications until 31 July, with the financial assistance provided for at the rate of 60% of the sum of the direct costs of the de-bunking operations and the resulting loss of revenue from the implementation of the intervention.

The increase according to the individual measures of the Program is: for “Restructuring and conversion of vineyards” – 80 percent of the approved costs, for “Investments in enterprises” – 60 percent of the approved costs; for “Promotion in third countries” – 60 percent of the approved costs, and the aid can be supplemented with 20 percent of the approved costs state aid and for “Information in the Member States” – 60 percent of the approved costs, and the aid can also to be supplemented with 20 percent of the approved costs state aid.

The financing of the measures from the National Program will be within the budget determined by it.

The draft of the regulation is published for public consultation on the website of the Ministry of Agriculture and Food and on the Portal for public consultations.
