Even though union members do not know the details of how much union dues were spent and suspicions of embezzlement have been raised, Gangdong-gu, which has supervisory authority, has not taken any active measures, such as requesting an investigation.
The Seoul Metropolitan Government is strengthening the management of undisbanded redevelopment and reconstruction associations that are causing damage to union members by delaying dissolution after completion of maintenance projects. As the authority to approve (supervise) unions lies with autonomous districts, they are also considering imposing penalties for those who do not actively take action to ‘disband the union.’
According to the Seoul Metropolitan Government on the 29th, the city will switch to a permanent management system for redevelopment and reconstruction associations that have not been dissolved even though more than a year has passed since completion.
The city has been managing undissolved unions through two surveys in the first and second half of the year. Last year alone, 20 unions were dissolved and 34 unions were liquidated.
However, there are unions that only submit dissolution plans during the Japanese investigation period and do not actually disband, so it was decided to switch to a permanent management system.
Although union dissolution procedures must be taken within one year from the date of notification after completion of construction, ongoing management is necessary as there are problems such as delayed dissolution and receipt of wages for a long period of time or embezzlement of union fees.
Accordingly, the city will encourage autonomous districts to actively manage and supervise unions through regular monitoring. We are considering providing incentives, such as commendations, to autonomous districts that have achieved dissolution through active administrative measures, and penalizing those that are negligent.
As a result of the city’s recent first monitoring of union management and supervision by autonomous district, it was found that Dongdaemun, Eunpyeong, and Yeongdeungpo-gu faithfully implemented the Seoul Metropolitan Government’s follow-up action requirements for unions that delayed dissolution and liquidation.
On the other hand, cases were confirmed in Gangbuk-gu and Yangcheon-gu in which the status of the union is still unknown without any effort to contact union executives, representatives, etc. due to loss of contact with the union president.
Guro-gu and Gangnam-gu did not review whether to implement the Seoul Metropolitan Government’s recommendations and supplementary demands for follow-up administrative action according to the results of the Japanese investigation, or made no movement to encourage rapid dissolution and liquidation of the union.
Seongdong-gu did not take active measures to resolve the problem, such as canceling the union establishment approval, even though a reconstruction association whose project was completed in 2014 showed no possibility of dissolution due to depletion of remaining funds and the absence of a union office.
Meanwhile, in March last year, the city of Seoul prepared a ‘Plan to improve the operation system of maintenance business associations’ to strengthen the responsibilities and obligations of liquidators and the supervisory authority of local governments to prevent damage to union members due to delays in the dissolution and liquidation of unions. As a result of continued suggestions to the Ministry of Land, Infrastructure and Transport, a revision to the ‘Urban and Residential Environment Maintenance Act’ was reflected and is scheduled to take effect from June this year.
