The draft decrees relating to the acceleration of the energy transition adopted by the government aim to implement the National Energy Strategy (Ministry)

In a press release, the ministry stressed that the said draft decrees aim to contribute to the diversification of energy supply sources and to decarbonize the national economy, the objective being to increase the share of renewable energies, to generalize access to energy at competitive prices, while preserving the environment and to meet the growing demand for electricity by reducing energy dependence abroad.

Presented by the Minister of Energy Transition and Sustainable Development, Leila Benali, these decrees strengthen the national regulatory framework for a sustainable energy transition, in accordance with the High Directives of His Majesty King Mohammed VI, specifies the same source, noting that they will also make it possible to promote renewable energies and offer new opportunities for marketing green products on the national and international market.

The first draft decree No. 804.24.2 relating to the smart meter is implemented in application of Article 18 of Law No. 82-21 relating to self-production of electricity. This decree aims to establish the functionalities provided by the smart meter with the possibility of carrying them out remotely in order to ensure access to all information relating to the electrical energy drawn from the national electricity grid and injected into it for the benefit of the self-producer or the manager of the electricity grid concerned.

According to the ministry, these bidirectional smart meters will be a cornerstone to accelerate the establishment of smart electricity networks in the Kingdom, which will allow the integration of renewable energies and strengthen the security of energy supply by providing better control of the variable nature of these energies and by optimizing their evacuation from production sites to consumption sites, in the best conditions of safety and efficiency.

The second draft decree No. 761.24.2 relating to the establishment of the conditions for granting a “certificate of origin” for electrical energy from renewable sources and the competent authority to issue it, implements the provisions of Article 6 bis of Law No. 13.09 relating to renewable energies, as amended and supplemented, and Article 16 of Law No. 82.21 relating to self-production of electrical energy.

This text aims to establish the terms for issuing certificates of origin proving that self-produced electricity comes from renewable energy sources and specifying the competent authority to issue these certificates of origin, in this case, the Ministry of Energy Transition and Sustainable Development.

The adoption of this decree, the press release notes, will offer new opportunities for marketing green products, especially since it is planned that a carbon tax will be imposed at the national and international levels. This decree also takes into account the principles and standards applied at the international level in order to guarantee the validity of the certificates of origin issued by our country.

The third draft decree No. 153-24.2, in application of article 6 of law No. 47.09 relating to energy efficiency, setting out the specifications for energy service companies, is part of the efforts of the Ministry of Energy Transition and Sustainable Development to complete the regulatory framework relating to energy efficiency.

Its objective is to encourage and activate mechanisms to stimulate energy savings, in particular by enabling energy service companies to carry out studies aimed at saving energy consumption and improving the energy performance of energy equipment, based on the results of their studies.

Promoting employability in the field of energy efficiency, through the creation of a new generation of companies at the national level and new employment opportunities is also among the objectives of this text, the press release concludes.
