In his response to topical questions during the weekly oral question session in the House of Councillors, Mr. Benmoussa stressed that the agreement of January 14, 2023, signed between the ministry and the most representative unions, remains the reference framework for this stage of sectoral social dialogue, considering that “it is not possible to respond to all the demands or resolve all the problems through the new status.”

Therefore, the agreement of 14 January 2023 provides that the dialogue “must remain open even after the adoption of the new status” and that a certain number of pending files and problems or those linked to the contexts of application “can be examined and discussed in order to find appropriate solutions”, added the minister.

This status will bring new developments while respecting the achievements, affirmed Mr. Benmoussa, stressing that this status has also provided guarantees for civil servants, all categories combined.

Thus, the latter “will not be obliged to carry out tasks which do not fall within their competence and they will have a margin of freedom and creativity in the exercise of their missions”, he specified.

It is also about the consecration of rights including the institutionalization of the annual mutation movement and the guarantee of the right of access to information as well as the possibility of benefiting from didactic resources and educational kits, in addition to the protection of teachers and the preservation of their dignity as the main actor of the educational system, continued the minister.

And to recall that since the installation of the government, a series of rounds of social dialogue was launched, for almost a year, with the holding of more than 20 meetings marked by the presence of the five most representative education unions, before reaching the agreement of January 14, 2023.
