The State Duma adopted in the third, final reading a law abolishing the obligation of car owners to provide a document on the passage of a vehicle inspection upon receipt of an OSAGO policy, according to the website of the lower house of parliament.

It is planned that the changes will take effect on August 22 this year. They were formalized as an amendment to the second reading of the bill, which regulates the activities of foreign insurance companies in Russia.

Earlier, one of the authors of the bill, Aleksey Izotov, explained that the reason for the changes was the reduction in the number of inspection stations over the past year from 5000 to 2000. This, he said, carries the risk of an increase in the number of motorists without OSAGO, since people will have nowhere to go through MOT.

The State Traffic Inspectorate proposed to make the inspection for cars voluntary. The head of the department, Mikhail Chernikov, noted that then motorists will be able to assess the condition of their cars “in comfort conditions”, and this will lead to a decrease in the number of accidents due to technical malfunction of vehicles.
