At a plenary meeting on December 22, State Duma deputies approved in the final, third reading the draft law, according to which the Unified Biometric System (UBS) will receive the status of a state one. This follows from the information in the electronic database of the lower house of parliament.
“The unified biometric system is a state information system,” the text of the bill says. At the same time, the procedure for the functioning of the EBS and its interaction with other Russian information systems will be determined by the government together with the Central Bank.
In addition, people will be able to independently register their biometric data in the system through special software without visiting authorized bodies and organizations. To do this, you will need to have a confirmed account in the Unified Identification and Authentication System (ESIA). Previously, it was possible to pass biometrics only in bank branches.
The document transfers from January 1 to September 1, 2022 the entry into force of the provision for the provision of services by participants in the financial market after a person has passed identification and authentication by biometrics. The bill is expected to come into force on the day it is signed.
The EBS was created in 2018 at the initiative of the Ministry of Telecom and Mass Communications and the Central Bank. The system allows you to receive financial services remotely in different banks, confirming your identity using biometric data – face and voice images.
