A total of 10 billion euros were committed during the drafting of the finance bill to support the major aspects of ecological planning.

“Ecological planning”, which Emmanuel Macron has made a priority of his second term, is taking shape between the lines of the 2024 budget. Transport, energy, agriculture, buildings, industry, biodiversity… the projects in the plan presented at the start of the week require heavy investments. As early as last July, the Prime Minister announced an increase of 7 billion euros in credits dedicated to the ecological transition for 2024. An amount still far from the 34 billion additional annual public investments (out of a total of 66 billion) recommended by the economist Jean Pisani-Ferry, but which has already required a significant effort.

Initially, this envelope was to be financed by a tightening of the ministries. They were asked to each identify 5% potential savings on their loans.
