Preference will be given to people who are energy poor – they receive targeted subsidies for heating or other types of social assistance, or practice professions in the so-called waning activities related to energy and coal mining. This is evident from the application guidelines published by the regional ministry.

According to the procedure, a total of BGN 196.4 million is planned, which will improve the energy efficiency of residential blocks in the three regional cities, the municipalities within the region and a dozen more municipalities connected to the Mariska Basin: – Nova Zagora, Yambol, Simeonovgrad , Harmanli, Topolovgrad, Dimitrovgrad, Haskovo, Elhovo, Sliven and Tundzha.

The application will be made by the local municipalities, with which the general meeting of the owners of the houses in the blocks will conclude a partnership agreement. The program covers all costs: for a preliminary survey, for the preparation of a project, for the rehabilitation itself, etc.

According to the application guidelines, there are minimum size of the free ones funds for everyone project – BGN 50 thousand But there is also a maximum – BGN 9.5 million.

An important point in the program is that, when necessary, funds are allocated for structural strengthening of buildings. However, these funds must be within the allocated for each block, and not beyond the maximum allowable amount.

Another important point in this program is that it allows the transfer of funds – the total amount is distributed among municipalities and when there are not enough candidates in one municipality, those ranked as reserves in other municipalities are considered.

However, when evaluating the received projects prioritization will be done depending on that what kind of people live there the corresponding block, it says in the guidelines. For example, projects for buildings in which more people live, receiving targeted heating benefits or who have received social benefits in the last 12 months, will have an advantage when judging points. Also, more points in the ranking will be given to the blocks in which more people with a permanent work capacity reduced by more than 50% live, as well as those who are accommodated in municipal housing. And the last advantage is for people who work in activities that are about to be closed – related to coal energy and its extraction.

The deadline for submitting project proposals is September 19, 2024, and the obligation to submit the project electronically rests with the local municipality. The owners’ association only has the obligation to submit to the municipality a declaration of consent for the remediation, signed by the home owners.
