The decision on the future of the Stade de France will be taken by the State “at the end of 2024”at the end of a procedure which will see “the first offers of candidates admitted to the phase” consultation be “delivered in January” 2024, declared the Minister of Sports and the Olympic and Paralympic Games, Amélie Oudéa-Castéra, Wednesday October 25, before the senators.

The current concession contract for the Stade de France will end in July 2025. The government launched a double call for tenders in March: one is aimed at potential buyers of the Saint-Denis enclosure (Seine -Saint-Denis), the other to companies interested in a concession for the operation of this stadium, which has hosted sporting and cultural events since 1998.

“Two principles”

Ms. Oudéa-Castéra recalled, before the senators of the Committee on Culture, Education and Communication to whom she presented the draft sports budget for 2024, that the government is investigating this file with “two principles” : preserve the sporting vocation of the stadium and preserve the economic and financial interests of the State.

“The consultation file set a certain number of criteria, in particular a criterion of overall economic benefit for the State of one or the other formula, as well as a criterion relating to the improvement of the quality of reception and attractiveness of the stadium in its territory in Seine-Saint-Denis », recalled the minister, while adding that once the offers were submitted in January, “ discussions will then continue throughout 2024”.

Ms. Oudéa-Castéra did not mention the number of candidates interested in one or the other of the two proposed options, nor their identities.

Only the Qatari fund QSI (Qatar Sports Investments), owner of PSG, in conflict with Paris City Hall over the Parc des Princes, has almost officially come forward. He had submitted a consultation request for the buyout, even if his first option is to stay at the Parc des Princes.

The Vinci-Bouygues consortium, concessionaire since 1995, requested access to the two calls for tenders, according to several media. In July, The team had also explained that two groups had also been selected in this first phase of consultation: a French group interested in the takeover and another led by the company GL Events with Paris Entertainment Company.

The French football (FFF) and rugby federations, which consider the contracts binding them to the current manager too unfavorable, could join in a project at a second stage. The new president of the FFF, Philippe Diallo, explained in April that“there is no viable solution without the two major football and rugby federations being involved in one way or another in these projects”.
