In the first phase of the agreement, which will last 42 days, there will be:
– the temporary suspension of mutual military operations between the two parties, and the withdrawal of Zionist forces to the east and away from populated areas to the area along the border in all areas of the Gaza Strip, including the Gaza Valley (Netzarim axis and Kuwait Square).
– Temporarily suspend air activity (for military and reconnaissance purposes) in the Gaza Strip for 10 hours a day, and 12 hours on the days of the release of hostages and prisoners.
– The displaced people return to their residential areas, and withdraw from the Gaza Valley (Netzarim axis and Kuwait Square):
On the seventh day (after the release of 7 prisoners), the forces of the Zionist entity withdraw completely from Al-Rashid Street east to Salah Al-Din Street, and the military positions and installations in this area are completely dismantled, and the military sites and installations in this area have been completely dismantled. displaced to their residential areas Begins (not carrying weapons during the return).

Exchange of hostages and prisoners between the two sides:
During the first phase, Hamas releases 33 prisoners from the Zionist entity (dead or alive), including women (civilians and female soldiers), children (under 19 years of age and not soldiers), elderly people (over 50 years old), and wounded civilians.
– Hamas releases all live detainees of the Zionist entity, including civilian women and children (under 19 years of age, except soldiers). In return, the Zionist entity releases 30 children and women for every Zionist detainee released, based on lists provided by Hamas according to the seniority of the detainee.

Scheduling a hostage and prisoner exchange between the two parties in the first phase:
On the first day of the agreement, Hamas released three prisoners from the Zionist entity (civilians).
On the seventh day of the agreement, Hamas released four more prisoners from the Zionist entity (civilians).
– After that, Hamas releases three additional prisoners of the Zionist entity every seven days, starting with women (civilians and soldiers). All prisoners will be released alive before the bodies are delivered.
In the sixth week, Hamas releases all remaining civilian prisoners included in this phase. In return, the Zionist entity releases an agreed number of Palestinian prisoners from its prisons according to the lists provided by Hamas.
By the seventh day, Hamas transmits information about the number of Zionist prisoners who will be released at this stage.
– In the sixth week (after the release of Hisham Al-Sayyid and Avra Mengistu among a total of 33 kidnappers of the Zionist entity agreed to be released in the first phase of the agreement), the Zionist entity releases 47 prisoners who were. re-captured after Shalit’s deal.
– If the number of live Zionist abductees scheduled for release does not reach 33, the number will be supplemented with bodies of the same categories, and in return, the entity will release in the sixth week all the women and children (under of age). 19) captured from the Gaza Strip after October 7, 2023.
The exchange process is linked to the extent to which the terms of the agreement are fulfilled, including the cessation of military operations on both sides, the withdrawal of the forces of the Zionist entity, the return of displaced persons, and the introduction of humanitarian aid.
– The released Palestinian prisoners will not be re-arrested on the same charges for which they were previously arrested, and the Zionist entity will not undertake on its own to re-arrest the released Palestinian prisoners to serve the remainder of their sentence in.
– Released Palestinian prisoners will not be required to sign any document as a condition of their release.
The exchange of kidnappers and prisoners in the first stage mentioned above will not be considered as the basis for the exchange criteria in the second stage.
– No later than the sixteenth day, indirect negotiations will begin between the two parties regarding an agreement on the conditions for the implementation of the second phase of this agreement, including those related to the criteria for exchange of prisoners between the two sides (soldiers and others). . Agreements on this matter must be reached before the end of the fifth week of this phase.
– The United Nations, its agencies and other international organizations will continue their work in providing humanitarian services in all areas of the Gaza Strip, and will continue to do so during the stages of the agreement.
– Start the rehabilitation of infrastructure (electricity, water, sewage, communication, and roads) in all areas of the Gaza Strip, bring in the necessary civil defense equipment, and remove rubble, and this will continue during all phases of the agreement.
– Bringing in the necessary supplies to establish shelters for displaced people who lost their homes during the war (at least 60,000 temporary housing units – caravans – and 200,000 tents).
– After the release of all the soldiers of the Zionist entity, the number of wounded soldiers transferred for medical treatment through the Rafah crossing will be increased, the number of sick and wounded people allowed to cross will be increased, and restricted. imposed on the movement of goods and trade will be removed.
– Start implementing the necessary arrangements and plans to rebuild homes, civilian buildings, and infrastructure destroyed as a result of the war and compensate those affected, under the supervision of several countries and organizations, with including Egypt, Qatar, and the United Nations.
– All measures in this phase, including a temporary cessation of military operations on both sides, relief and shelter efforts, withdrawal of troops, etc., will continue during the second phase as negotiations continue regarding the terms of the second phase and their implementation.
Second stage (42 days):
The announcement of a return to sustainable peace (permanent cessation of military operations and all combat activities) will take effect before the exchange of prisoners between the two parties begins – all living men remaining of the Zionist entity (civilians and soldiers). – in exchange for an agreed number of prisoners in Zionist prisons and detention centers, and the complete withdrawal of Zionist forces outside the Gaza Strip.
The third stage (42 days):
The bodies and remains of the dead will be exchanged between the two parties after they have been found and identified.
-Implement the reconstruction plan for the Gaza Strip over a period of 3 to 5 years, including houses, civilian buildings, and civilian infrastructure, and compensate all those affected, under the supervision of several countries and organizations , including Egypt, Qatar, and the United Nations.
– Open the crossings and allow the movement of people and goods.
The guarantors of this agreement are the State of Qatar, the Arab Republic of Egypt, and the United States of America.
