Will the oppositions and the presidential majority have more latitude to “co-construct” texts in the National Assembly? According to our information, the “Assembly weeks” will evolve. Until now, these weekly slots were dedicated to proposals from deputies, very often from the presidential majority, because each proposed law had to pass the filter of the committee offices, chaired in the vast majority by Emmanuel Macron’s troops.

But, according to our information, these restrictive rules will change. As with the organization of questions to the government, now split into two sessions, one on Tuesday, the other on Wednesday, the meeting of group presidents gathered on October 25 declared itself in favor of a change in “Assembly weeks”. This must be validated this Tuesday morning by a vote during the conference of presidents, which brings together the heads of the groups of deputies. Concretely, “60% of the time of the Assembly weeks would be in the hands of the three groups of the majority. The remaining 40% is transpartisan work,” explains a parliamentary source.

The oppositions will want to take advantage of it

The change is subtle. Depending on its developments, the filter of the office of each committee would disappear for transpartisan texts. For the benefit of “proposals co-sponsored by at least one president of an opposition group and one of the presidents of one of the three majority groups”. Then, these proposals will be “submitted to the conference of presidents which will ultimately arbitrate on the list of texts actually included in one week of the Assembly. »

Other texts likely to be included on the agenda in the ideas box: texts “adopted by the Senate by a very large majority or unanimously”; “texts resulting from control work carried out by an organ of the Assembly”; “the proposed resolutions having been the subject of work involving several groups within a committee”; and “proposed laws or resolutions signed by a significant number of deputies from majority and opposition groups – according to a proportion that may be fixed in relation to the numbers of these groups”. House leaders will decide Tuesday morning.

A change on which the oppositions intend to build quickly. Thus, according to our information, the president of the socialist deputies, Boris Vallaud, is already planning to present a text on overseas territories with the support of the MoDem. It is still necessary to obtain the support of the president of the MoDem deputies, Jean-Paul Mattei. “The question is whether Jean-Paul will support his registration during the week of the Assembly of December 4, the agenda of which will be decided tomorrow at the conference of presidents. At this stage, he is still watching,” explains the centrist’s entourage. Answer Tuesday.
