REPORT – Partisan electoral redistricting has become a major issue in a deeply divided America.

In the streets of Raleigh, electric cars glide silently under oaks scorched by autumn. Above the trees and the old renovated brick houses rise the glass buildings of the companies that make the capital of North Carolina one of the flourishing showcases of American high technology. The Triangle, an area formed by the college towns of Raleigh, Durham and Chapel Hill, has become one of the most prosperous areas on the US East Coast. The old tobacco and textile industries have been replaced by biotechnology or high information technology companies. North Carolina has seen an influx of young college graduates and a growing population over the past decade.

Leaving Raleigh by the secondary roads, we find the vast residential suburbs that surround American cities, with their universe of shopping centers and industrial zones. The impression…
