The government approved a 10 to 20% over-budget for operational programs

The government has agreed to provide financial support from the programs co-financed with funds from the European Funds under Shared Management (EFSF), above the total budget for the respective program. The aim is to enable the program management bodies to take measures in a timely manner when planning and conducting the procedures for the provision of non-grant financial assistance for subcontracting of the relevant programs with a view to reducing the risk of loss of European funds currently and at the end of the program period .

It is possible to subcontract up to 10% of the budget of the programs: “Development of human resources” 2021-2027, “Competitiveness and innovation in enterprises”, “Research, innovation and digitalization for intelligent transformation”, “Food and basic material assistance”, “Technical assistance”, “Maritime, fisheries and aquaculture”, the Program of the Republic of Bulgaria under the Fund “Asylum, Migration and Integration”, the Program of the Republic of Bulgaria under the Fund “Internal Security”, the Program of the Republic of Bulgaria under the Financial Instrument support for border management and visa policy.

For the “Development of the Regions” and “Education” programs, the analyzes carried out by the governing bodies justify the need to negotiate up to 15% above their budget in order to take real preventive actions to minimize the risk of loss of funds.

A higher amount of over-contracting – up to 20% – is foreseen for the “Environment” and “Transport Connectivity” programs, given the large-scale projects implemented under them.
