This draft decree is part of the alignment with the new government architecture, set by Dahir No. 1.21.111 of October 11, 2021 appointing members of the government, and which added the departments of Preschool and Sports at the Ministry of National Education, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing after the Council.
This text intervenes in application of the provisions of framework law No. 51.17 relating to the system of education, training and scientific research, in particular those relating to the implementation of the principles and rules of governance in the management of the education system through the review of the organization of administrative structures and their mode of operation, specified Mr. Baitas.
The same text aims to carry out a global revision of Decree No. 2.02.382 of July 17, 2002 relating to the attributions and organization of the Ministry of National Education, by fixing the effective attributions of the Department of National Education and the preschool, he explained.
These are, in particular, the responsibilities linked to the development of government policy in the field of national education and preschool and its implementation in coordination with other ministerial departments, institutions and organizations concerned, as well as the determination of the structures of the central administration of the department and the missions entrusted to it, underlined Mr. Baitas.
Furthermore, the government spokesperson indicated that the Government Council took note of a certain number of draft decrees with a view to their presentation before the Council of Ministers.
These draft decrees, he specified, concern the determination of the modalities of application of the provisions of the special status of the personnel of the Auxiliary Forces, the special status of the personnel of the Civil Protection and the doctors working at the General Directorate of civil protection and relevant external services, the fixing of the ranks of military personnel benefiting from the status of employees of the Royal Armed Forces (FAR), the pay system, as well as the food and travel expenses of FAR soldiers.
