Inspection reform
The rules for passing the technical inspection have changed since March 1, 2021. Now, for motorcycles, cars and commercial vehicles with a maximum weight of up to 3.5 tons, maintenance is not required for the first four years of operation, including the year of manufacture. For vehicles from four to 10 years old, maintenance is provided every two years, over 10 years old – annually. Taxis, buses and trucks with more than eight passenger seats in the cabin under five years old undergo maintenance every year, from five to 10 years – every six months. A technical inspection is needed to obtain a diagnostic card that confirms the serviceability of the car and allows its operation. Also, until August 22, 2021, a diagnostic card was required to conclude an OSAGO agreement, but this rule has been canceled. Nevertheless, from March 1, 2022, a fine of 2,000 rubles will be charged for the absence of a card. By the same time, maintenance operators must be reequipped to meet the new legal requirements.
