The National Anti-Corruption Strategy, presented by the government of former President Guillermo Lasso in July 2022, has now become the National Public Integrity Policy 2030 of the Executive Branch.

As in other processes, President Daniel Noboa is reaping the fruits sown by the previous government. Positive, in this case. On July 22, 2024, the President made official the National Public Integrity Policy 2030, with Executive Decree No. 337.

The document establishes eight strategic lines for its execution, which are mandatory for the Executive Branch. Each one lists the problem to be addressed, its causes and effects. And the Secretariat of Public Integrity will be in charge of following up:

Raising awareness of the dimensions of corruption, its causes and consequences.

It will seek to promote mass dissemination of training courses, promote ethical culture, create forums, seminars, and workshops.

Responsibility with shared competence among multiple actors in the prevention and fight against corruption.

Create transparency agreements and strategies with other State functions and other levels of government, as well as alliances with the private sector.

Management of corruption risks and generation of typologies for the fight focused on critical scenarios for Ecuadorian society.

Implement self-diagnosis methods to map and mitigate institutional corruption risks.

Prevention and effective processing of conflicts of interest.

Identify practices related to nepotism, clientelism, favoritism, revolving door and business lobbying.

Transparency in the stages of the budget cycle.

Promote regulatory improvements for the efficient use of public resources.

Development of institutional capacities in the prevention and fight against corruption and its competencies.

Establish institutional management channels that allow for fluid dialogue with citizens and other institutions.

Responsible and transparent public procurement.

Promote integrity in these processes and among officials of the National Public Procurement System.

Application of technologies in the fight against corruption.

Apply different technologies, such as Electronic Government.

The document reflects the end of a process that began in 2021 and which must now be the basis for the joint fight against corruption by the institutions of the Executive Branch.

It also establishes specific institutional responsibilities for the application of each guideline. These include, for example, the Secretariats of Public Integrity and Public Administration, the Ministries of Finance, Education and Telecommunications, the National Public Procurement Service and the Executive Branch.

Origins of the anti-corruption strategy

This is a state process that began in September 2021, with Luis Verdesoto, then advisor to President Guillermo Lasso and later Anti-Corruption Secretary. On November 12 of that year, the construction of the Anti-Corruption Public Policy formally began, for which teams were formed and methodologies were created, with which information was collected until March 2022.
