The government will give the regions the right to introduce differentiation of electricity tariffs for the population, depending on the volume of consumption, Kommersant reports with reference to amendments to the Cabinet of Ministers resolution.
It follows from the document that the region will be able to set the minimum consumption at a preferential rate at will. In addition, the authorities of the constituent entities will be able to set different tariffs for specific groups of the population.
Previously, tariffs depended on consumption volumes only in two Russian regions – Crimea and Sevastopol. According to Kommersant, this year on the peninsula with a consumption of 150 kW / h per month, the cost of electricity is 3.3 rubles. per 1 kW / h, when using up to 800 kW / h – 4.2 rubles, if the volume is even larger – 5.53 rubles. for 1 kW / h.
When determining tariffs, the relevant regional authorities will have to follow the methodological instructions of the Federal Antimonopoly Service (FAS) – they will be developed in two months. According to the newspaper, now about 40% of the residents of apartment buildings and private houses consume more than 600 kW / h per month.
The introduction of such changes was previously advocated by power engineers who complained about the development of farms for mining cryptocurrency. In addition, the governor of the Irkutsk region Igor Kobzev said that in his region, where tariffs are traditionally below the national average, cryptocurrency miners disguise themselves as residential buildings and buy up electricity. The Energy Ministry noted that the new regulations will allow regional governments to respond to abuse by those who enjoy low feed-in tariffs. The department assured that the changes will not lead to an increase in tariffs.
