Business in the coming months will again be able to use the instrument of agreements on the protection and promotion of capital investments (IPPA) – a key mechanism for accelerating the inflow of investments into the economy. A source close to the government told Vedomosti about this, the information was confirmed by two federal officials. The tool was launched at the end of 2020 and was valid only until April 2021, when the “shelf life” of the rules for concluding agreements in force at that time expired, and the new procedure that the government was counting on was never approved.

The technique of signing the SZPK will not be fundamentally different from the previous version – applications will be considered in the same manual mode, the interlocutors of Vedomosti assure with reference to the draft government decree prepared by the Ministry of Economic Development. But the rules, like last time, will also have a “shelf life” – it will be possible to conclude agreements until approximately mid-June. After that, as expected, the state information system (GIS) “Capital Investments” will start working, with the help of which investors will be able to sign the SZPK in electronic form. The fact that the GIS is planned to be launched in the second half of 2022 was reported to journalists on January 31 by a representative of First Deputy Prime Minister Andrei Belousov, who oversees the SZPK.
