The Peace Delegation of the National Government, at the Dialogue Table with the National Liberation Army (ELN), has issued a statement expressing its concern about the paralysis of the dialogues.
In addition, the serious impacts on the population by armed actors in the territory are highlighted, concern about kidnapping, recruitment of minors, and violence suffered by women and ethnic communities in areas of high conflict.
The statement warns with concern that the process’s work is paralyzed.This affects both the commitments made to develop civil society participation in peacebuilding and the necessary preparation for the extension of the current ceasefire, which expires in the first week of August and whose renewal requires detailed work and discussions.

In light of this suspension, the Peace Delegation has repeatedly asked the ELN delegation to resume the work of the Roundtable to resolve the difficulties presented in a bilateral and constructive manner.The need to achieve a transition to peace as soon as possible and to protect communities suffering the effects of armed conflict is emphasized.
Likewise, the Peace Delegation has insisted on requesting and continuing to request the competent authority to manage the dialogues. in Nariño with a structure that belonged to the ELN, to resolve this new situation by framing its treatment within the regional social dialogue. This is done by recognizing the territorial dynamics, but reaffirming the National Roundtable as the negotiating body with the ELN.
Finally, the Peace Delegation stresses that, as the international community has clearly expressed, there is no doubt about the value of the dialogues being held with the ELN. According to them, these dialogues have shown concrete and verifiable results, and it is necessary that they be normalized, preserved and strengthened as soon as possible.
